The council approved a bid from Zin Industries in the amount of $250,000 to drill a test bore in the Northwest corner of the Gobbi Street site.

The council approved a bid from Zin Industries in the amount of $250,000 to drill a test bore in the Northwest corner of the Gobbi Street site.
The council has been reviewing very positive results from one of the well sites selected in reference to Item 11d:
Award of Contract Subject to Staff Evaluation of Testing Outcomes for the Construction of the Gobbi Street Water Well Specification Number 09-06, or Establishment of a Special Council Meeting Date to Award Gobbi Street Water Well
The council just approve both items 11 b and c:
b. Discussion and Possible Action Accepting Proposals for Water and Wastewater Rate Studies and Consideration of Budget Amendments for the Water and Sewer Funds
c. Consideration of Approval of Sending a Letter to the State Water Resources Control Board in Support of Local Agriculture Frost Protection
The council just approved item 11a:
Consideration of a New Agreement for Automatic Fire Aid and Operational Memorandum of Understanding Between the Ukiah Valley Fire District and the City of Ukiah
The council received the previous report and the council is currently considering item 10a:
Update Regarding Judicial Council of California, Administrative Office of the Courts (AOC): Status of Court Facilities Planning for Mendocino County Courthouse (Ad Hoc Committee will make a verbal status report update)
Planning Director Stump said the site for the new courthouse is being moved to the west side of state street to avoid the flight path building height restrictions that exist on the other side of the street and beyond because of the proximity to the airport.

"You have a broken culture and we hope the meeting we had with staff will motivate along with these infractions, to take serious these concerns that we ahve mentioned for years...We have brought to their attention numerous deficiencies in the city's policy..."

Item 9b:
Public Hearing on Uniform Construction Cost Accounting Commission findings: 1) Alice Street Project, 2) Golf Course Tributary Project
Zack Schat, owner of Schat's Bakery in downtown Ukiah, was just approved unanimously in his request to rework the front half of the building.
COLAs are being discussed by senior advocate J.R. Rose who is advocating for seniors to not be penalized for Cost of Living Increases. He has previously spoken at the board of supervisors at several surrounding counties.

11c is unanimously approved and the council reports that 11d (regarding employee pay cuts.) The council will take up the rda's lone item now:
Review and Consider a Proposal from the Solar Living Institute (SLI) for a Public Private Partnership in the Establishment of a Pilot Green Collar Vocational Education Center. If Applicable, Authorize the Executive Director to Negotiate and Execute the MOU and Approve the Corresponding Budget Amendment.
Councilmember Mari Rodin is questioning the Chamber of Commerce why the logo for Ukiah is different from the one for GoMendo.com.
Council approves item 11b and moves on to item 11c:
Consideration of Annual Performance Agreement with the Greater Ukiah Chamber of Commerce and the Measure X Transient Occupancy Tax (TOT). Authorization for the City Manager to Negotiate and Execute the Agreement and Approve the Budget Amendment
After a short break, Jane Chambers, city manager, reported on four layoffs she had conducted last week. Mayor Baldwin said that pay reductions would be discussed during closed session.
Gordon Elton takes to mike to introduce item 11b:
Authorize the City Manager to Enter Into a Professional Service Agreement with Willdan Financial Services to Perform a Comprehensive Fee and Cost Study and to Prepare a Cost Allocation Plan.
Motion by Crane is as follows:
1) Change city contribution from 10 percent to $100,000
2) Enter discussion from parties to recieve instrument guaranteeing $100,000
3) Strike paragraph three of the recommended action which states:
Additional Deposits. At any time prior to final completion of the construction of the Project and approval of the completed work as fully complying with the construction contract (“Final Completion”), the City may notify the County, if it determines that the Deposit is not sufficient to pay for the full cost of construction. Within ten (10) days of such notification, the County shall deposit additional funds, as requested by City, to maintain the Deposit in an amount sufficient to pay those costs.
Passes 4/5, with Mayor Baldwin dissenting.
Crane makes motion to change the city's contribution figure from 10 to $100,000. the council is still discussing it.
Mayor Phil Baldwin said he won't support sinking any more money into the project until a park is promised by the landowner.
The council is currently discussing item 10b:
Discussion and Possible Direction Regarding the Orchard Avenue Bridge Construction Project Agreement Between the City of Ukiah and the County of Mendocino.
Crane makes a motion to add additional borings to the recommended action of approving the resolution. Staff said four sites should be included:
Ukiah Sportsplex
Orchard Gobbi NW and SE corners of the property
property by Orchard Ave. extension
The item requires 4/5 vote. Passes unanimously.
City staff tells the council that the city won't make it through on Wells 3 and 4 alone if the water crisis continues and the lake runs dry.
Crane wants the bids for the project and the boring to be on separate tracks. Staff tells the council that it would take 30 days by law to conduct the competitive bids.
Councilmember Doug Crane along with other councilmembers is concerned that the well will come up dry and wants to do some borings to make sure they don't come up dry.
The emergency item was on the well at Gobbi and Orchard streets. The item would pass the competitive bid stage due to the state of emergency declared by the governor last month.
Council is discussing whether or not to consider a request by the Ukiah Unified School District for a payment of $430,000 to go towards renovation of the Yokayo Elementary School. Rodin moves the recommended action.
An emergency item was added to the agenda by the city attorney in reference to water services for the city. No details as of yet. Consent calendar is approved unanimously.
Bill Hoover, the lone applicant for the Parks, Recreation and Golf Commission is currently conducting his interview for the open position. There was some discussion of a closed interview, but that not the consensus of the board.
"I remember in my youth that there was nothing in this town for kids except baseball. The thing I'd like to do is have a skate park. My grandkids don't have a skate park."
